Library Policy

Governing the use of facilities, resources and services at Umma University Library

1 Purpose

The Umma University Library endeavours to provide information resources required for teaching, learning and research. The Library constantly seeks ways to contribute effectively to the quality of teaching and research by facilitating access to worldwide information.\n\nThe Library is a repository of knowledge and skills, contextualized in books, journals and other academic information materials. Together with other academic departments, the library promotes the culture that upholds the beliefs, values and other tenets of the University.

2 Library Hours

The following opening hours are currently in effect:\n\n• Monday – Friday: 8:00 AM – 10:00 PM\n• Saturday: 9:00 AM – 4:00 PM\n• Sundays and Public Holidays: Closed\n\nOpening hours are determined by the University Librarian in consultation with the University Library Committee.

3 Loan Types

All registered library users are entitled to borrow books. There are three types of library loans:\n\nLong Loan — Books not in high demand, borrowed for up to 2 weeks.\n\nShort Loan — High-demand books placed in the short loan section, available for 3 hours. The University Librarian may vary the loan period upon written request.\n\nOvernight Loan — Short loan books may be borrowed overnight not earlier than two hours before closing, to be returned within one hour of opening the next day.

4 Alumni & External Users

Alumni: On identification and payment of necessary fees, Umma University alumni may use the library for reference purposes only. Alumni are not permitted to borrow books.\n\nExternal Users: Students from collaborating institutions may use the library for reference with an introduction letter, student ID, and national ID. Other external users require written permission from the University Librarian. External users do not have access to subscribed e-resources.

5 Fees & Fines

Overdue Fines: All library users are charged overdue fines for failure to return borrowed materials by the due date. All charges shall be paid via the official Paybill number.\n\nLost Books: Replaced at market value plus 10% administrative charge, or with the current edition (not more than 5 years old).\n\nPhotocopying/Printing: Provided at market value as determined from time to time.

6 User Education & Orientation

New students shall be given user orientation on the use of library resources and services. All students shall have the opportunity to complete information literacy training to enable them to search, access, retrieve, analyse and use digital and other library resources.\n\nContinuous user education is provided to all library users on a day-to-day basis depending on individual or group user requests. The library offers IL/DL training every Wednesday 2:00–4:00 PM.

7 Conduct & Intellectual Property

Library rules and regulations are binding on all users, including University staff. The University Librarian shall bar from use any user who violates prescribed rules, or institute disciplinary proceedings through the relevant University Disciplinary Committee.\n\nThe library protects Intellectual Property Rights and ensures adherence to copyright laws. No user shall photocopy more than what is permitted by local and international copyright law.

8 Confidentiality

The library ensures confidentiality when handling user information accessed from the library information management system. Such information shall not be disclosed to other users unless with express authorization from the University Librarian.

9 Student & Staff Clearance

All final year students must clear with the library before graduation. Students leaving before completion must also clear. All staff who separate from the university must clear with the library before receiving their final dues.
